Office of Behavioral Research & Evaluation

Since 1999, the Office of Behavioral Research & Evaluation (OBRE) at Arkansas State University has partnered with organizations to measure impact, improve outcomes, and turn data into insight. We design and implement utilization-focused evaluations, which are built around how programs and stakeholders will use the findings. 

Our services include:

• Program evaluation
• Proposal development support
• Quantitative and qualitative data analysis
• Performance measurement
• Needs assessments (including Community Health Needs Assessments [CHNAs])
• Asset and social network mapping

Working across education, behavioral health, community health, and other sectors, we support partners from proposal development through reporting. Our approach emphasizes practical data collection, continuous feedback, and clear, useful reporting to support informed decisions, accountability, and program improvement.
