Biography

Phillips was Dean of the ASU College of Agriculture & Technology from 2003-2011. From 2005 to 2008, he also served as Dean of the College of Sciences & Mathematics, and from 2005 to 2009 as Dean of the College of Engineering.

Previously, he was a professor in the Department of Agronomy and Horticulture at New Mexico State University, where he was located for 22 years. During 2001-2003, he served as a co-chair of the NMSU Nanotechnology Steering Committee; from 1992-1999, he served as the Director of the NMSU Molecular Biology Program; from 1996-1998 he was the Science Coordinator for the National Biotechnology Information Facility; he served as the interim director (1983-1985) and then associate director (1986-1990) for the Plant Genetic Engineering Laboratory at NMSU, a research institute. He has served as an officer for the Plant Biotechnology Division of the Society for In Vitro Biology, an officer for the NMSU chapter of Gamma Sigma Delta, and board member of the Jonesboro University Rotary Club.

Phillips was active for 23 years as an editor for the journal Plant Cell Reports, and during 1999-2007 he was editor-in-chief for the journal In Vitro Cellular and Developmental Biology - Plant after serving as an associate editor for 10 years. In 2004 Phillips was inducted as a Fellow of the Society for In Vitro Biology.
