Welcome to Arkansas State University!

Filing an Income Tax Return

FNTR - Windstar Foreign National Tax Resource

Arkansas State University provides access to a tax filing software for use by our international community at no cost to the individual. The Foreign National Tax Resources (FNTR) is a web-based tax program similar to popular tax preparation programs, but designed specifically for non-immigrant tax filers who are still nonresident aliens (NRA). The software is accessible through the internet.

You have to meet 2 requirements to be able to use this software:

  1. Must be an employee of ASU-Jonesboro (Sodexo is not part of ASU), and
  2. Completed the Tax Compliance process with the Tax Compliance Office in 2013.

If you met both requirements, you can email Fran Lincoln to receive an access code.

Federal Income Tax Return

All foreign individuals are required to file a U.S. income tax return. See IRS Publication 519, U.S. Tax Guide for Aliens, for detailed information.

A nonresident alien must file a form 1040NR (U.S. Nonresident Alien Income Tax Return) or 1040NR-EZ (U.S. Nonresident Alien Income Tax Return for Certain Nonresident Aliens with no dependents).

If a Nonresident Alien had earned income during the tax year, the deadline for filing is April 15th of the following year. If no U.S. income was earned during the tax year, a nonresident alien in F, J, M or Q status is required to file a Form 8843 by June 15th of the following year.

All nonresident aliens are required to file Form 8843 with the US government; FNTR will produce this form for you.

All nonresident aliens whose total wages, scholarships, and fellowships are less than $3,900.00 are not required to file a 1040NR or a 1040NR-EZ tax form (see 1040NR Instructions (2013) pg 4 - Exceptions). However, if your combined income is more than $3,900.00 or you claimed Tax Treaty Benefits (tax exemption) then you are required to file a 1040NR or 1040NR-EZ. Failure to do so can severely jeopardize any future applications for immigration benefits such as employment based visa status or a Green card.

The FNTR informational email is available from the Tax Compliance office. Please contact Fran Lincoln at flincoln@astate.edu for access.

All individuals are responsible for determining their correct taxable status, ensuring that they have sufficient tax withheld, filing their tax return correctly and on time, and reporting any changes in their tax or immigration status while at Arkansas State University.
